Palpatine's daughter who said no — half-Mandalorian on her mother's side. Found as child aboard the Eclipse SSD after Endor, raised by Moffs, claimed throne within five years. Mother was Caera Kryze — Mandalorian Protector, House Kryze — used as genetic donor for Palpatine's Strand-Cast line to give Alexandia physical stability.

Force-sensitive, refuses Jedi/Sith titles. First acts NI 0: created Imperial Senate, outlawed Jedi/Sith religious conditioning (Death + forfeiture for running schools/temples/training), same penalty for Official Corruption.

Doctrine: "Power corrupts. Force power corrupts absolutely. Therefore it must be bound by duty, law, and accountability — not by religion."

Personally ordered Resettlement of Mandalore NI 2-6 — Navy stripped Imperial weather satellites, A4 disabled 2,400+ murder drones, Army helped re-seal domes. Speaks Mando'a in public. Mandalorians now sworn members of NGE.

Head of Imperial Knights

Commander of the Imperial Knights (Grey Knights) — 100-200 elite Force users who protect the Empress and enforce the neutral path. Wields white saber. Sworn to doctrine: feel everything, allow love/family, but kill corruption instantly. Stern, respected, rarely gives interviews.

Knight-Captain Varric Kade — White Pike

Field commander of Knights. Wields unusual white pike. Known for having killed a fallen brother himself — still lights a candle nightly. Understands cost. Mentor to younger Knights. Great duelist, will interpose for his people without hesitation.

Senator Leia Organa — Queen Mother

Hero of the Rebellion, founder of the New Republic. Resigned from NR Senate NI 4, crowned Queen of New Alderaan (elected monarchy) NI 4. NI 5 Treaty of New Alderaan — joined New Galactic Empire as autonomous principality. Stepped down NI 18 — good queen, better diplomat.

Now Senator from New Alderaan to the Imperial Senate on Galactic Star. Daughter now Queen — locals still call Leia "Queen Mother" when she walks the white stone city, half out of habit, half out of love.

Leia's Price — full law on New Alderaan page: Registered Jedi legal if they register, no students, audits not executions. Many Jedi followed her. Sanctuary, white frigates, ~12M pop. She negotiated it; she still defends it on the Outer Council.

C-3PO is with her. Runs the household, translates for refugees, worries loudly about protocol. One voice from home still talking.

Family: Han and Chewie fly trade runs together — Falcon better funded and maintained than ever, so Han doesn't get bored. One son is a Jedi on the circuit (R2 knows the route). The other flies with Han and Chewie, learning old smuggler routes and how to talk your way past customs.

The Outer Council — Luke, Leia, Ahsoka & Ezra

The Conclave. Four voices, a dozen hidden sites, all on poor, rural worlds at the edge of civilized space where the HoloNet barely reaches. Not a Temple. A circuit.

Luke moves between the schools. Ahsoka anchors one. Ezra flies the gaps. Leia sits on the council but takes no students — by law and by choice. She guards the political flank, runs interference in the Imperial Senate, and makes sure the audits for "Registered Jedi" stay audits and not raids.

Together they are the council now — not because anyone voted, but because they're the only ones left who will do the work. They meet weekly by voice only, bounced through old Separatist repeaters the Empire never tore down. No holograms, voices scrambled. They trade warnings, move students who have been in one place too long, send a working vaporator where it's needed. Once a year they meet in person — never the same planet twice. Last year the high pastures of Lothal, in Ezra's old tower. The year before, a salt flat on Seelos that only holds water for two weeks.

Luke Skywalker — Unsettled Territories

Faction: NR • Location: mobile — barns, caves, bunkers in the Unsettled Territories

After Endor, Luke tried politics. It didn't fit. He left and started building small. A barn on a moisture farm. A cave behind a school on Lira San. An old war bunker on a rock with no name on most charts. Ten or twelve places, all rural, all places people overlook.

R2-D2 is with him. Always. R2 carries the maps, the old Jedi archives Luke hasn't had time to read, and the routes between sites that aren't on any chart. When Luke is away — which is most of the time — R2 stays with the youngest students and keeps the lights on. He still has that way of making a worried kid laugh with a rude noise.

He teaches, but not the old way. Small groups, practical work, learn to listen before you learn to lift a rock. He moves students between sites so no one place lights up too bright for hunters — New Republic hardliners, Imperial die-hards, or Wox's raiders. Some students have gone missing on the roads between.

With Leia: His sister, now Senator from New Alderaan and fellow council member. She doesn't take students — she protects the council's existence in the Senate. He loves her and respects what she's built — safety for Force users under Imperial audit. He just can't stop training new Jedi. She worries for him. She doesn't ask for locations. He doesn't offer. He left C-3PO with her when they parted — Leia needed someone who remembers ceremony, and Luke didn't need translation where he was going.

With Ahsoka: She knew his parents when they were his age — young, scared, trying their best. She sees them in him, and she's told him so. She never got to save Anakin. He did. She's proud of him for that in a way that still makes Luke uncomfortable, because he doesn't feel like he did anything special. He just wouldn't let go.

Ahsoka Tano — The White Field

Faction: none • Location: a grassland world, rimward — moves as needed

Ahsoka doesn't claim a title. She left the Order before it fell and she never went back to it. She farms, mostly. Fixes fences. Takes in strays — not just Force kids, but anyone who doesn't fit where they were born.

She was Anakin's Padawan. She knew him not as a scared kid, but as a brilliant, reckless young Knight trying to figure out how to be a Master while she was trying to figure out how to be a Jedi. She knew Padmé when she was a senator who refused to look away. She sees both of them in Luke and Leia, and she is openly fond of Luke in a way she isn't with many people — teasing, direct, worried. When Luke doubts whether any of this will work, she's the one who tells him it already is.

She teaches differently from Luke. Less saber, more patience. How to sit with a feeling without being ruled by it. How to leave. She thinks the old Jedi were too afraid of attachment. She also thinks Luke is still too attached to lightsabers as answers.

She survived because she learned when to walk away. She's trying to teach that now.

Ezra Bridger — The Road Between

Faction: none • Location: anywhere — his ship is his home

Ten years lost with Thrawn changed him. The kid from Lothal who stole Imperial crates came back quieter, older. He knows how to be alone in a way Luke and Ahsoka don't.

He's the one who keeps the circuit alive. He flies the old freighter no one looks twice at, brings medicine to one site, carries a student to the next, fixes the hyperdrive, talks to the loth-cats that follow Ahsoka's kids around. He can get a farm kid from New Republic space and a dock kid from Imperial space to sit at the same fire and not fight.

He learned from Kanan how to teach without making it a lesson, and from the purrgil how to listen to something bigger than yourself. He's not a Master. He wouldn't take the name if they offered it. The students call him Ezra, and that seems right to him.

Public records still list him as MIA from the Lothal incident. The Empire never corrected it. He prefers it that way.

Senator Cassandra Wayfarer — New Republic

Prominent New Republic senator from the Core. Publicly champions "Republic values" and condemns NGE as "Palpatine 2.0." Known for aggressive trade policy against NGE worlds.

What dock gossip says: Owns more than her salary shows. Connected to shipping conglomerates, refugee charities that never seem to reach refugees, and security consultants with no records. Hates NGE for cutting into "business."

Darth Wox — Sith Threat (Reports Unconfirmed)

Self-appointed Sith leader reported operating from Unknown Regions / Wild Space. Imperial and NR intel both list as extremist threat. Claims to follow Palpatine's legacy.

HoloNet tags: human-supremacist rhetoric, collection of Sith artifacts, attacks on remote temples and archives. NR and NGE both deny negotiating with him.

What your character knows: Name only from warnings: "Avoid — Sith raiders." Anything more requires a Contact roll or classified brief — not a public wiki.

A4 Industries & Kyle Teldaris

A4 Industries: Automated manufacturing, mining, terraforming support, and HoloNet infrastructure. Flagship Unforeseen Consequence (1830m, automated) operates a few days off Galactic Star. Re-registered ~ABY 4 after decades of silence, now major NGE contractor.

Kyle Teldaris (Kyle Tel'daris III): Human CEO, public face. Handles Senate relations. Rumored clone of founder — same name as founding CEO from ~80 BBY, explains longevity. Denies it. Very reasonable, very helpful, unsettlingly well-informed.
